The electricity industry in Singapore was de-regulated, thus giving many more options to the industrial and in time also for residential consumers. This was expected translate into more innovative and market driven energy products for consumers like competitive energy prices and energy efficient devices, etc. The Energy Conservation Act will be updated and in force to introduce minimum energy management standards for large energy users in the industry sector with effective from FY2013.

Specialist Diploma in Energy Efficiency and Management (SEEM) is designed to develop the technical skills and competence of engineering professionals needed to manage and track energy usage within the organization they serve. It gives a thorough understanding of the key energy issues in the building sector.
The targeted group of participants is aimed at Facility/Building Managers, Engineers, Technicians and others who intend to build their career as energy professionals and technologists, the SEEM program gives a thorough understanding of the key energy issues either in building or industry.
SkillsFuture Study Awards
For Singaporeans with at least two years of work experience in the Power sector (Electricity and Gas) or related sectors and have not be a previous recipient of any SkillsFuture Study Awards, or is not a current recipient of any scholarship/full bursary/full company sponsorship, you might wish to also apply for the SkillsFuture Study Awards for Power Sector.
The separate application for the SkillsFuture Study Awards must be submitted to EMA prior to the commencement of the course.

Minimum Entry Requirements
Applicants should have a Diploma or higher qualification in electrical engineering, mechanical/manufacturing engineering, marine engineering, instrumentation & control engineering, electronic & communication engineering, chemical & process engineering, building & property management, intelligent building or related field.
There are five modules within the SEEM course structure: Integrated Building Management System (IBMS), Air Conditioning Compressed Air System (ACCAS), Power Quality & Energy System (PQES), Energy Measurement & Appraisal (EMA), Energy Management & Economics (EME).
This course consists of 2 post diploma certificates (PDCs). Each PDC comprises a few modules and the details are as follows:
