Course Objective

Singapore has claimed the top spot in a survey as the world’s leading maritime cities for the 3rd consecutive time (The Straits Times, 2017). Singapore was also ranked first in the report's 2015 and 2012 surveys that were conducted by Norwegian consultancy firm Menon Economics. This year, Singapore was ranked number one in three categories: shipping, ports and logistics, and attractiveness and competitiveness

Work on the Tuas Port, which will be twice the size of Ang Mo Kio town, will also be opened progressively from 2021. When fully completed by 2040, it will be able to handle up to 65 million twenty-foot equivalent units (TEUs) of cargo a year, more than double what the port handled in 2016.

In order to continue to maintain Singapore’s position as a global port hub and a premier international maritime centre, there is a need to establish a highly skilled and specialised workforce. Our Diploma (Conversion) in Maritime Business Management course is designed to equip the students with the necessary knowledge and skills to meet the demand of this industry.

Participants are required to bring computer notebook when attending lessons, as you may need it to access the e-learning materials, writing reports, etc.

The course is designed is to equip non-maritime graduates with the knowledge and skills in shipping operations and logistics/offshore management so that they can join the maritime industry as senior executives/junior managers and perform their jobs with a greater level of competence and understanding.

Course Outline

The course is a one-year part-time programme. The classes are conducted in the evening. There are 3 modules in each part at 45 hours per module, which make up a total of 135 hours for each part and 270 hours for the whole course.

This course consists of 2 post diploma certificates (PDCs) conducted over 2 semesters, 1 PDC per semester. The first PDC to start with is PDC1. Each PDC comprises three modules and the details are as follows:

PDC 1 Certificate in Shipping Business and Operations
Maritime Economics and Shipbroking
Maritime Law and Insurance
Port and Cargo Management

PDC 2 Certificate in Ship Management and Offshore
Marketing and Financial Management
Ship Management and Surveying
Marine Offshore Operations

Minimum Requirements

Applicants with the following qualifications from a recognized Institution may be considered:

  • Polytechnic Diploma in any discipline, or
  • Degree in any discipline, or
  • Deck/Marine Engineer Officer Class 2 Certificate of Competency


Non-Singaporeans must be working in Singapore and possess a valid Employment Pass / Work Permit / Dependant’s Pass throughout the course duration. They would need to bear the full risk of non-completion should their pass expire within the duration of the course.

* Foreign qualifications will be assessed on a case-by-case basis.

Recognition of Prior Learning

Applicants who do not meet the entry requirements may be considered for admission to the course based on evidence of at least 5 years of relevant working experience or supporting evidence of competency readiness. Suitable applicants who are shortlisted will have to go through an interview and/or entrance test. The Polytechnic reserves the right to shortlist and admit applicants.

Certification / Accreditation


Upon completion of two Certificates within a two-year validity period, the participant will be conferred a Diploma (Conversion) qualification from Singapore Polytechnic.

Graduates from the NVMBM course that have passed all the modules with a minimum GPA 3.0 can be accepted into the final year phase of the Bachelor Degree programmes offered by both the University of Plymouth and Solent University in U.K.

Suitable for

This course is suitable for shipping, logistics and offshore executives and higher, currently working in the maritime industry but do not possess maritime qualifications or relevant sea-going experience. This course is also suitable for professionals in other relevant fields who are keen to switch to a career in the maritime industry and nautical/engineering sea going junior officers who may be keen to supplement their technical skills with commercial and shore based operational knowledge to prepare them for a shore-based career in the maritime industry.

Refund Policy:

- Withdraw within 2 weeks before semester commencement, 50% refund of paid course fee.

- Withdraw on or after date of semester commencement, no refund of paid course fee.

Please note that other fees paid are non-refundable.


Application Procedure

1. For self-sponsored applicants, please click on the “Register” button to apply for the course. You will be directed to Skills Training & Enhancement Portal (STEP), the official portal to manage all your course activities. Please note that you will be prompted to sign in with Singpass/Student ID.
 
2. For company-sponsored applicants, please approach your company's Human Resource (HR) team to put in the application through the company portal using CorpPass at STEP (polite.edu.sg). You may only apply after receiving the registration link from your company's HR.
 
3. Your application does not guarantee acceptance into the course. Your acceptance into the course is dependent on meeting the course requirements and course vacancy.
 
4. Non‐Singaporeans must possess a valid Employment Pass / Work Permit / Dependant Pass throughout the course duration. You would need to bear the full risk of non-completion should your pass expire and subsequently lapse within the duration of the course.
 
5. You will be notified by email on the application outcome 6 weeks after the application’s closing date. 
 
6. PACE Academy course schedules, including course trainer, course fees and course availability are subject to change.

7. PACE Academy reserves the right to cancel or postpone any course at short notice; & at its absolute discretion without assigning any reason for such cancellation/postponements. In the event that the applicant’s chosen course is cancelled prior to its commencement, PACE Academy will make a full refund of course fees already paid by the applicant.
