What is this course about?
The CEI aims to equip Employment Agency (EA) personnel with the necessary knowledge of relevant legislation and regulations. This ensures that the EAs understand their obligations under the law and are able to advise their clients on their rights and responsibilities.
EA Personnel of Comprehensive Licence EAs. The CEI requirements apply to Comprehensive Licence EAs. Other EA personnel performing EA work as specified in the EA Act are required to attain the “CEI (Basic)”.
Key Appointment Holders (KAH) of Comprehensive Licence EAs . The CEI requirements apply to Comprehensive Licence EAs. Key appointment holders are required to attain the “CEI (KAH)”, regardless whether they perform EA work or not.
It is also open to any members of the public who are interested.
Employment of Foreign Manpower Act (EFMA) is required if, you are engaging Foreign Workers. For more information please visit MOM's webpage.
The course for key appointment holders will cover key legislation such as the Employment Act, Employment Agencies Act, Employment of Foreign Manpower Act and Company Act.
Other areas that will be covered are Company Law, Contract Law and the Work Injury Compensation Act.
Note: The class will be conducted in 5 consecutive weekdays.
Mode of Assessment
To take the test, register directly with the test provider: NTUC LearningHub Pte Ltd You can choose to attempt the relevant CEI test before attending the course. However, if you fail the test, you will be required to attend the course before taking a re-test.
Certificate of Attendance will only be issued upon attaining 75% attendance.

1) UTAP (Union Training Assistance Programme)
NTUC union members enjoy 50% (unfunded) course fee support for up to $250 each year when you enrol for courses supported under UTAP (Union Training Assistance Programme). Conditions apply.
2) SkillsFuture Credit (SFC)
With effect from January 2016, Singaporeans aged 25 years and above who received their SkillsFuture Credit account activation letter will be eligible for an initial credit of $500 which can be used to pay for course fees for a range of eligible skills-related courses. The credits can be used on top of existing course fee subsidies/funding.
This is only applicable for self-sponsored applicants. Application via SkillsFuture Portal can only be made starting from 60 days before the course commencement date.
With effect from 19 May 2017, individuals who opted to use their SFC are required to submit their SFC claim under the pay-to-Training Provider (TP) mode. SSG will disburse SFC payments directly to TPs after the claim has been approved. TPs will collect nett fees from individuals, after deducting the SFC claim amount.
** SkillsFuture Credit (SFC) is only applicable for a full CEI Basic/ KAH course without any exemptions.
Withdrawal and Deferment
Withdrawal and deferment notice must be made in writing to the Professional & Adult Continuing Education (PACE) Academy, Singapore Polytechnic via email accordingly:Online Courses

For withdrawal cases, the portion of course fee to be refunded is based on the date of notice as follows:Classroom
- 2 weeks before the commencement of the course - Full refund
- Less than 2 weeks before commencement of the course - 70% refund
- On or after date of commencement - No refund
- There will be no refund or transfer of course once the account has been created.
The Singapore Polytechnic reserves the right to cancel or postpone any of the courses. Applicants will be duly notified and where applicable, the full fees will be refunded.
The Singapore Polytechnic also reserves the right to amend the fees charged or the period and duration of the courses.
The data provided to Singapore Polytechnic will be kept strictly confidential and will be used for the purpose of course administration. The data may be passed on to the relevant organisations that require the information related to the course.
