The SkillsFuture Earn-and-Learn Programme (ELP) is a 12-month structured sea service programme meant for holders of Certificate of Competency Class 5 Marine Engineer Officer who graduated with a Diploma in Marine Engineering (DMR) from Singapore Polytechnic. The objective of the 12-month structured sea service programme is for deepening of skills through sea attachment in accordance with the STCW code and to assist an officer to deepen his / her knowledge of shipboard operations to take up responsibilities at management level.
To develop skills and competencies necessary for certification as Second Engineer on ships engaged in international voyages. The level of competency expected on completion of the course will be Marine Engineer Officers at Management Level as per STCW Code (Table A-III/2).
The objective of the 12-month structured sea service programme is to provide deepening of skills through sea attachment in accordance with the STCW code and also assist an officer to deepen his / her knowledge of shipboard operations to take up responsibilities at management level. The ELP Learning Journal should be assessed by Shipboard Training Officer and Company Training Officer at regular intervals to ensure that the training on board ships meets the requirements and objectives of the ELP Journal. When completed, this ELP Journal will serve as a documentary proof that the Officer has displayed the knowledge, skills and abilities as outlined in the STCW Code.
With the 12-month sea service and Letter of Eligibility issued by the Maritime and Port Authority of Singapore (MPA), an Officer can attend a CoC Class 1 & 2 Engineer course conducted in SMA. Those who completed the CoC Class 1 and 2 Marine Engineer Officer course, passed the written examination from SMA and additionally, passed the Simulator and Orals Examinations conducted by MPA, would qualify for the Certificate of Competency Class 2 Marine Engineer Officer. With this qualification, the Officer is qualified to serve as a Second Engineer on board ships.
Standard of competence for Chief Engineer Officers and Second Engineer Officers on ships powered by main propulsion machinery of 3,000 kW propulsion power or more
Function 1: Marine Engineering at the management level
Function 2: Electrical, electronic and control engineering at the management level
Function 3: Maintenance and repair at the management level
Function 4: Controlling the operation of the ship and care for persons on board at the management level
Fresh polytechnic graduates from relevant fields who wish to deepen their technical skills on board ships via OJT at participating maritime related companies as full time employees.
To be eligible for the programme, the applicant (Singapore Citizen or Singapore Permanent Resident) must be Fresh Graduate* from the Diploma in Marine Engineering from Singapore Polytechnic or the Tripartite Engineering Training Award (TETA) programme from Wavelink Maritime Institute (WMI), meets the minimum entry requirements of the Earn and Learn programme and hires by a Participating Company.
Fresh graduates are defined as individuals who are hired by Participating Companies within 36# months after their graduation from the polytechnic, WMI, Certificate of Competency Class 5 (CoC5) (graduation date as stated on the Diploma or CoC5 certificate), or National Service ORD, whichever later. This group includes existing employees with the Participating Companies who have graduated from the polytechnic or CoC5 or ORD within the same period. Participants who are Singapore Citizens and Fresh polytechnic graduate will be eligible for a Sign-on Incentive of up to $5000 when they are successfully placed on the Programme.
In-employment individuals who are come onboard the programme more than the 36# months period but within 5 years from the date of graduation (Diploma/CoC5) or ORD (whichever later) will NOT be eligible for a Sign-on Incentive of up to $5000.
In-employment individuals whose the date of graduation (Diploma/CoC5) or ORD (whichever later) is more than 5 years will NOT be eligible for the programme.
According to MPA, individuals with TMSS are eligible for the programme but will NOT be eligible for a Sign-on Incentive of up to $5000.

Minimum Entry Requirements
Singapore Citizen or Permanent Residents of Singapore who meet the following requirements are invited to apply;
a) Diploma in Marine Engineering, and
b) Holder of CoC Class 5 Marine Engineer Officer
a) Tripartite Engineering Training Award (TETA), and
b) Holder of CoC5, and
c) GCE 'N' Level qualifications or higher
Upon completion of the program within the 18-month validity period, the participant will be awarded a Certificate of Completion by Singapore Polytechnic.
The counting of 18 calendar months commences on the date the sea time is counted towards the ELP
Letter of Eligibility will be awarded by MPA to the candidate to enrol for the Combined Class 1 & 2 Marine Engineer Officer Course.
