Course Objective

The course will equip you with the necessary knowledge and skills in the safe handling of powered pleasure craft within Singapore port limits.
All pleasure craft must be licensed by MPA Singapore and prefixed with the following letters:
• SZ (for private use)
• SZH (for commercial use)

Under MPA (Pleasure Craft) Regulations 1997, drivers of powered pleasure craft must possess a valid PPCDL or an Advance PPCDL (APPCDL) issued by Port Master. The classes of pleasure craft driving
licence are as follows:
• Boat length <24m for PPCDL holders
• Boat length >24m for APPCDL holders


To prepare participants with the theory and practical knowledge for safe handling of pleasure craft as per MPA syllabus requirement prior taking assessments for the issuing of MPA Powered Pleasure Craft Driving Licence (PPCDL).

Course Outline

This course places emphasis on the theory and practical aspects of good seamanship and navigation to meet MPA regulatory requirements.
The course covers the common nautical terms, essential boat equipment, pleasure craft and Singapore port regulations, regulations for preventing collision at sea (Rules of the Road – ROR), emergency procedures, general chart information, chart work, practical boat handling such as berthing and unberthing, and rescue of survivor from the sea (man overboard recovery – MOB).

Minimum Requirements

At least 16 years of age with good eyesight

A Certificate of Attendance will be awarded to participants who have completed the course

Suitable for

The course is ONLY opened to SP staff and current SP Students who are interested in handling a Powered Pleasure Craft.

Course Fees

The course fees payable above are inclusive of prevailing GST rate.

*As announced at Budget 2022, there will be no increase in government fees and charges for Singaporeans from 1 Jan 2023 to 31 Dec 2023. Also, as per SSG’s policy, the GST payable for all funding-eligible applicants is calculated based on prevailing GST rate after baseline funding subsidy of 70%

Singaporeans aged 25 years and above may use **SkillsFuture Credit balance to offset respective course fees.
