Course Objective

The objective of the 12-month structured sea service programme is for deepening of skills through sea attachment in accordance with the STCW code and also assist an officer to deepen his / her knowledge of shipboard operations to take up responsibilities at management level. The WSProg Learning Journal should be assessed by Shipboard Training Officer and Company Training officer at regular intervals to ensure that the training on board ships meets the requirements and objectives of the WSProg Journal. When completed, this journal will serve as a documentary proof that the Officer has displayed the knowledge, skills and abilities as outlined in the STCW Code.

With the 12-month sea service and Letter of Eligibility issued by the Maritime and Port Authority of Singapore (MPA), an Officer can attend a CoC Class 1&2 Deck Officer course conducted in SMA. Those who completed the CoC Class 1 and 2 Deck Officer course, passed the written examination from SMA and additionally, passed the Simulator and Orals Examinations conducted by MPA, would qualify for the Certificate of Competency Class 2 Deck Officer. With this qualification, the Officer is qualified to serve as a Chief Officer on board ships.

To develop skills and competencies necessary for certification of Chief Officers on ships engaged in international voyages. The level of competency expected on completion of the course will be Deck Officers at Management Level as per STCW Code (Table A-II/2).

Course Outline

Standard of competence for Masters and Chief Mates on ships of 500 gross tonnage or more

Function 1: Navigation at Management Level
Function 2: Cargo handling and stowage at Management Level
Function 3: Controlling the operation of the ship and care for persons on board at Management Level

Minimum Requirements

1. Applicants must be a Singapore Citizen or Singapore Permanent Resident of Singapore

2. Applicants must be hired by one of the participating companies for this Work-Study Programme

3. The list of eligible diplomas offered by local polytechnics are as follows:
a) Diploma in Nautical Studies, and
b) Holder of CoC3 Deck Officer

OR

a) Tripartite Nautical Training Award (TNTA), and
b) Holder of CoC3*, and
c) GCE 'N' Level qualifications or higher

*completion of CoC3 on or after 28 July 2017

SP will evaluate individuals who have graduated for more than 36 months but within 5 years from the date of graduation or ORD on a case-by-case basis

Certification / Accreditation

Upon completion of the program within the 18-month validity period, the participant will be awarded a Certificate of Completion by Singapore Polytechnic.
The counting of 18 calendar months commences on the date the sea time is counted towards the WSP.
Letter of Eligibility will be awarded by MPA to the candidate to enrol for the Combined Class 1 & 2 Deck Officer Course.

Fresh polytechnic graduates from the relevant field wishing to deepen their technical skills on-board ships via OJT at participating shipping companies, as Full-Time Employees
