The objective of the 12-month structured sea service programme is to provide deepening of skills through sea attachment, in accordance with the STCW code and assist an officer to deepen his / her knowledge of shipboard operations to take responsibilities up, at Management-level. The WSProg Learning Journal should be assessed by Shipboard Training Officers and Company Training Officers at regular intervals to ensure training on-board ships meets the requirements and objectives of the WSProg Journal. When completed, this WSProg Journal will serve as a documentary proof the Officer has displayed knowledge, skills and abilities as outlined in the STCW Code.
With the 12-month sea service and Letter of Eligibility, issued by the Maritime and Port Authority of Singapore (MPA), an Officer can attend a CoC Class 1 & 2 Engineer course conducted in SMA. Those who completed the CoC Class 1 and 2 Marine Engineer Officer course, passed the written examination from SMA, as well as passed the Simulator and Orals Examinations conducted by MPA would qualify for the Certificate of Competency Class 2 Marine Engineer Officer. With this qualification, the Officer is qualified to serve as a Second Engineer on-board ships.
They will also develop necessary skills and competencies for certification as Second Engineer on ships, engaged in international voyages. The expected level of competency, on completion of the course, will be Marine Engineer Officers at Management Level as per STCW Code (Table A-III/2).

Function 1: Marine Engineering at the management level
Function 2: Electrical, electronic and control engineering at the management level
Function 3: Maintenance and repair at the management level
Function 4: Controlling the operation of the ship and care for persons on board at the management level
